Evidence-Based Policing

Evidence-Based Policing (EBP) utilizes the best evidence available to inform decision making and policy development. It maximizes resources by utilizing statistical analysis, empirical research and field experiments. EBP targets and tracks the impacts of projects and deployment models to ensure the most effective and efficient means of policing is incorporated into the Service’s strategy.

Some of the EBP projects active in 2021 include:

• Harm-Based Deployment Pilot         • Inside Out Youth Program

The Barrie Police Service continues to be leaders in innovative police practices and presented virtually at the American Society of Evidence-Based Policing Conference. These shared learning opportunities are essential to the continued success and improvement of the Service. The Service also joined the Simcoe Country Community Data Consortium as well as enrolled over 80 members within the Service into the Cambridge Centre for Evidence-Based Policing Online Leaders Course.

The Canadian Harm Index

Leveraging the Canadian Crime Severity Index, the Barrie Police Service created the country’s first Canadian Harm Index that identifies area of high crime volume and high crime harm to deploy resources more proficiently to the areas that need it the most. The harm-focused deployment is strategic, targeted and research driven deployment and leverages innovative technology and dashboards to deploy front-line officers to areas identified as hot and harm spots as a way to proactively prevent and deter crime in the city of Barrie.

Lifesaving Award

P.C. Whitehead, P.C. Hemington, Sgt. Fitzgerald were recognized in 2021 with the Lifesaving Award after officers responded to a violent domestic call for service in February 2020. After locating the suspect unconscious with significant self-inflicted knife wounds, officers used lifesaving efforts to rescue and keep the suspect alive while he was rushed to a local hospital in very serious condition. The suspect recovered and later thanked officers for saving his life.

Officer of the Order of Merit of the Police Forces

In 2021, Chief Kimberly Greenwood was appointed as an Officer of the Order of Merit of the Police Forces, an honour presented on behalf of Her Majesty the Queen by the Governor General of Canada. This recognition is presented for exceptional merit through contributions to policing, community development and fostering relationships among police forces in Canada and throughout the world.

Citizen Award

Darren Buck was recognized in 2021 with the Citizen Award for his 20 years of community service with the Georgian Bay Volunteer Search and Rescue. His expertise, willingness and ongoing contributions to the Service continue to be an asset to the Barrie Police Service.

Excellence in Performance Award

Staff Sgt. Valarie Gates was awarded the Excellence in Performance Award from both the Ontario Women in Law Enforcement (OWLE) and the International Association of Women in Policing (IAWP). The award recognize her commitment to relationship-building, supporting victims and improving overall community safety.

Community Safety Survey

The 2021 Community Safety Survey is an annual survey that is distributed to the community to strengthen understanding of the public’s perception, values and expectations of the Barrie Police Service. In 2021, the survey was distributed from November 1 to December 17 and received a total of 1,385 responses. The Barrie Police Service thanks all of the community members who helped distribute and participated in this voluntary survey.
