Systemic Review of Organizational Culture & Systems

In response to North American events in the spring of 2020, the Barrie Police Service conducted a Systemic Review of Organizational Culture and Systems (Systemic Review) between July 2020 and July 2021. The review included an assessment of Barrie Police Service organizational culture, practices and procedures. It focused on identifying any areas of improvement or success regarding Barrie Police Service response, processes and engagement with racialized groups as well as vulnerable populations. This report was completed and published in November 2021. It included a total of 32 recommendations and 11 sub-recommendations that span across five major themes. These themes are organizational leadership, organizational culture, organizational disconnect, organizational maturity and organizational reputation. Each recommendation aims to strengthen the Service to ensure a safe and secure community through professional, transparent, accountable, and sustainable policing services.
