Suspect Arrested in September 2023 Anne Street Explosion

On Monday, May 27, 2024, detectives from the Barrie Police Service Street Crime Unit arrested 36-year-old William Ivan Downey. He was located in Ajax and taken into custody without incident.

Through the course of what was a very complex investigation, Mr. Downey was identified as being involved in the September 27, 2023, explosion that had taken place in the parking lot of 108A Anne Street in the City of Barrie and a Warrant was issued for his arrest.

As a result of the ongoing investigation, the accused has been charged with:

  • Causing an Explosion
  • Intent to Destroy
  • Arson – Damage to Property (2 counts)
  • Explosives – Possess
  • Explosives – Making or Possessing
  • Breaching Prohibition Order (2 counts)
  • Fail to Comply with Release Order.

He was held in custody and remanded to appear by video, with the Ontario Court of Justice located in Barrie, on June 4, 2024.

The Barrie Police Service Major Crime Unit, who have coordinated and led this investigation, wish to acknowledge, and thank the community for their input, support and understanding over the past eight months while this investigation was carried out and culminated in yesterday’s arrest
